What you pay for in discovery
Discovery is a paid pre-engagement: 30-90 minute call, follow-up questions over email, and a written proposal document with scope, milestones, fixed price and timeline. Outcome: you decide whether to commit before any code is written.
If you sign the contract, discovery fee is deducted from the first invoice. If you decide not to proceed, you keep the proposal document and can take it to another vendor.
